ABBATE, CRESPO, CUSICK, DenDEKKER, KAMINSKY, LUPARDO, MAGEE, PERRY, ROBERTS, SCHIMEL, SIMON, SKARTADOS, STECK -- read once and referred to the Committee on Transportation AN ACT to amend chapter 429 of the laws of 2014, amending the vehicle and traffic law relating to prohibiting the imposition of any addi- tional fee for a veteran's distinguishing mark on a non-driver iden- tification card or a driver's license, in relation to the effective- ness thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 3 of chapter 429 of the laws of 2014, amending the vehicle and traffic law relating to prohibiting the imposition of any additional fee for a veteran's distinguishing mark on a non-driver iden- tification card or a driver's license, is amended to read as follows: S 3. This act shall take effect [on the thirtieth day after it shall have become a law] IMMEDIATELY AND SHALL BE DEEMED TO HAVE BEEN IN FULL FORCE AND EFFECT ON THE SAME DATE AS CHAPTER 487 OF THE LAWS OF 2012, TOOK EFFECT. S 2. This act shall take effect immediately; provided that no later than ninety days after chapter 429 of the laws of 2014 takes effect the commissioner of the department of motor vehicles shall commence to issue refunds of fees paid by applicants on or after October 3, 2012 solely for adding a veteran's distinguishing mark to a driver's license or non-driver identification card.
