AN  ACT  authorizing  the  city of Troy to sell or lease waterfront real
  property referred to as the Scolite Site

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Notwithstanding any inconsistent provision of section 20 of
the  general  city law, the city of Troy, acting by and through its city
council, is authorized to sell or lease  the  waterfront  real  property
known as the Scolite Site as described in section three of this act.
  S 2. The authorization contained in section one of this act shall take
effect  only upon the condition that the city of Troy dedicate an amount
equal to or greater than the fair market value  of  the  property  being
sold  or leased in section three of this act toward acquisition of addi-
tional waterfront  property  and/or  capital  improvements  to  existing
waterfront property.
  S 3. The parcel of land authorized to be sold or leased by section one
of this act is more fully described as follows:
ALL  THAT  CERTAIN  TRACT PIECE OR PARCEL OF LAND situate in the city of
Troy, Rensselaer County, New York lying along the  northerly  margin  of
Madison  Street,  and  along  the easterly Pierhead-Bulkhead line of the
Hudson River, being more particularly bounded and described as follows:
BEGINNING at a point on the northerly margin of  Madison  Street,  at  a
point  where  said  northerly road margin is intersected by the division
line between the lands of the city of Troy, on the west, as conveyed  by
deed  July 13, 2001, as filed in the Rensselaer County Clerk's Office in
liber 267, page 1207 and the lands now or formerly of Troy Slag Products
