 AN ACT to amend the state finance law, in relation to  establishing  the
   fibroid study fund
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. The state finance law is amended by adding a new section 87
 to read as follows:
   § 87. FIBROID STUDY FUND. 1. THERE IS HEREBY ESTABLISHED IN THE CUSTO-
 DY OF THE STATE COMPTROLLER A SPECIAL FUND TO BE KNOWN AS  THE  "FIBROID
 STUDY FUND".
   2.  THE  SOURCES OF FUNDS SHALL CONSIST OF ALL MONEYS COLLECTED THERE-
 FOR, OR MONEYS CREDITED OR TRANSFERRED THERETO FROM ANY  OTHER  FUND  OR
 SOURCE  PURSUANT  TO  LAW,  OR  ANY  OTHER MONEYS MADE AVAILABLE FOR THE
 PURPOSES OF SUCH FUND.
   3. (A) MONEYS OF SUCH FUND SHALL BE  EXPENDED  TO  THE  DEPARTMENT  OF
 HEALTH TO STUDY FIBROIDS AND THE ALLEVIATION OF PAIN CAUSED BY FIBROIDS.
 SUCH STUDY SHALL:
   (I) EXAMINE AND EVALUATE CURRENT RESEARCH AND PROGRESS IN THE STUDY OF
 FIBROIDS;
   (II) EXAMINE AND EVALUATE CURRENT TREATMENT METHODS FOR FIBROIDS;
   (III) IDENTIFY POTENTIAL BARRIERS TO ACCESS TO TREATMENT FOR FIBROIDS;
   (IV) EXAMINE THE SYMPTOMS AND EFFECTS OF FIBROIDS ON WOMEN OF COLOR;
   (V)  IDENTIFY  ANY  POTENTIAL  BARRIERS  TO  ACCESS  TO  TREATMENT FOR
 FIBROIDS, IN ADDITION TO BARRIERS IDENTIFIED  PURSUANT  TO  SUBPARAGRAPH
 (III) OF THIS PARAGRAPH, FOR WOMEN OF COLOR;
   (VI)  MAKE RECOMMENDATIONS AS THE DEVELOPMENT OF TREATMENT METHODS FOR
 FIBROIDS;
   (VII) MAKE RECOMMENDATIONS TO REMOVE ANY POTENTIAL BARRIERS TO  ACCESS
 TO TREATMENT OF FIBROIDS; AND

 Introduced  by  Sen.  CLEARE -- read twice and ordered printed, and when

   mitted  to  the  Committee on Women's Issues in accordance with Senate
   Rule 6, sec. 8 -- reported favorably from said committee and committed
   to the Committee on Finance --  committee  discharged,  bill  amended,
   ordered reprinted as amended and recommitted to said committee
 
 AN  ACT  to  amend  the  public health law, in relation to the statewide
   fibroid study program; and to amend the state finance law, in relation
   to establishing the statewide fibroid study program fund
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.   The public health law is amended by adding a new section
 267-b to read as follows:
   § 267-B. STATEWIDE FIBROID STUDY PROGRAM. 1.  THE  COMMISSIONER  SHALL
 ESTABLISH  WITHIN  THE  DEPARTMENT  A  STATEWIDE  FIBROID  STUDY PROGRAM
 THROUGH WHICH THE DEPARTMENT WILL STUDY AND EVALUATE THE  OCCURRENCE  OF
 FIBROIDS  AND  THE  ALLEVIATION  OF  PAIN  CAUSED  BY THESE TUMORS. THIS
 PROGRAM SHALL:
   (A) EXAMINE AND EVALUATE CURRENT RESEARCH AND PROGRESS IN THE STUDY OF
 FIBROIDS;
   (B) EXAMINE AND EVALUATE CURRENT TREATMENT METHODS FOR FIBROIDS;
   (C) IDENTIFY POTENTIAL BARRIERS TO ACCESS TO TREATMENT FOR FIBROIDS;
   (D) EXAMINE THE SYMPTOMS AND EFFECTS OF FIBROIDS ON WOMEN OF COLOR;
   (E) IDENTIFY  ANY  POTENTIAL  BARRIERS  TO  ACCESS  TO  TREATMENT  FOR
 FIBROIDS,  IN  ADDITION TO BARRIERS IDENTIFIED PURSUANT TO PARAGRAPH (H)
 OF THIS SUBDIVISION, FOR WOMEN OF COLOR;
   (F) MAKE RECOMMENDATIONS AS THE DEVELOPMENT OF TREATMENT  METHODS  FOR
 FIBROIDS;
   (G) MAKE RECOMMENDATIONS TO REMOVE ANY POTENTIAL BARRIERS TO ACCESS TO
 TREATMENT OF FIBROIDS; AND
