BILL NUMBER: S8922 SPONSOR: PARKER TITLE OF BILL: An act to amend the public health law, in relation to requiring sickle cell disease coursework or training for every medical student, medical resident and physician assistant student in the state PURPOSE OR GENERAL IDEA OF BILL: This legislation requires every medical student, medical resident, and physician assistant student in the state to complete coursework or training regarding awareness and treatment of sickle cell disease as part of the curriculum provided by medical schools, medical residency programs and physician assistant programs. SUMMARY OF SPECIFIC PROVISIONS: Section One amends the public health law by adding a new section 2500-m. Section Two provides the effective date.

PARKER -- read twice and ordered printed, and when printed to be committed to the Committee on Health AN ACT to amend the public health law, in relation to requiring sickle cell disease coursework or training for every medical student, medical resident and physician assistant student in the state THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public health law is amended by adding a new section 2500-m to read as follows: § 2500-M. SICKLE CELL DISEASE TRAINING. 1. EVERY MEDICAL STUDENT, MEDICAL RESIDENT AND PHYSICIAN ASSISTANT STUDENT IN THE STATE AS PART OF THE CURRICULUM PROVIDED BY MEDICAL SCHOOLS, MEDICAL RESIDENCY PROGRAMS AND PHYSICIAN ASSISTANT PROGRAMS SHALL COMPLETE COURSEWORK OR TRAINING, APPROVED BY THE DEPARTMENT, REGARDING AWARENESS AND TREATMENT OF SICKLE CELL DISEASE. 2. EVERY MEDICAL STUDENT, MEDICAL RESIDENT AND PHYSICIAN ASSISTANT STUDENT IN THE STATE SHALL PROVIDE TO THE DEPARTMENT DOCUMENTATION DEMONSTRATING THE COMPLETION OF AND COMPETENCE IN THE COURSEWORK OR TRAINING REQUIRED PURSUANT TO SUBDIVISION ONE OF THIS SECTION. 3. THE DEPARTMENT SHALL CONSULT WITH THE STATE BOARD FOR MEDICINE AND THE HEALTH EQUITY COUNCIL IN DEVELOPING GUIDELINES FOR THE COURSEWORK OR TRAINING REQUIRED PURSUANT TO SUBDIVISION ONE OF THIS SECTION. 4. ONE YEAR AFTER THE EFFECTIVE DATE OF THIS SECTION AND ANNUALLY EVERY YEAR THEREAFTER, THE DEPARTMENT SHALL SUBMIT A REPORT TO THE GOVERNOR AND THE LEGISLATURE ON THE IMPLEMENTATION AND EFFECTIVENESS OF THE COURSEWORK OR TRAINING REQUIRED PURSUANT TO SUBDIVISION ONE OF THIS SECTION. § 2. This act shall take effect on the one hundred eightieth day after it shall have become a law. Effective immediately, the addition, amend- ment and/or repeal of any rule or regulation necessary for the implemen- tation of this act on its effective date are authorized to be made and completed on or before such effective date.
