BILL NUMBER: S6481 SPONSOR: KAPLAN TITLE OF BILL: An act to amend chapter 58 of the laws of 2013 amend- ing the environmental conservation law and the state finance law relat- ing to the "Cleaner, Greener NY Act of 2013", in relation to the effec- tiveness thereof PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to extend certain local enforcement authori- ty for the bottle bill. SUMMARY OF PROVISIONS: This bill would authorize New York City, Nassau and Suffolk County to retain their authority to enforce certain bottle bill provision s for an additional two years. KAPLAN -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend chapter 58 of the laws of 2013 amending the environ- mental conservation law and the state finance law relating to the "Cleaner, Greener NY Act of 2013", in relation to the effectiveness thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 12 of part F of chapter 58 of the laws of 2013 amending the environmental conservation law and the state finance law relating to the "Cleaner, Greener NY Act of 2013", as amended by section 2-b of part JJ of chapter 58 of the laws of 2017, is amended to read as follows: § 12. This act shall take effect immediately and shall be deemed to have been in full force and effect on and after April 1, 2013; provided, however, that the amendments to subdivision 5-a of section 27-1015 of the environmental conservation law, as added by section nine of this act, shall expire and be deemed repealed on April 1, [2019] 2021. § 2. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD11459-01-9
