Enacts the "9/11 notice act"
Raises the maximum fine for persons who violate the law regulating telemarketing to twenty thousand dollars
Prohibits medical debt from being collected by a consumer reporting agency or included in a consumer report
Requires towers to clean up any debris in the surrounding area resulting from the vehicles they are towing
