Joint Legislative Public Hearing on 2019-2020 Executive Budget Proposal: Topic Elementary & Secondary Education

Senate Finance Committee Chair Liz Krueger and Assembly Ways and Means Committee Chair Helene E. Weinstein will hold the ninth in a series of 13 hearings on the 2019-2020 Executive Budget on Wednesday, February 6th, at 9:30 a.m. in Hearing Room A of the Legislative Office Building, Albany.
During the Elementary and Secondary Education Hearing, New York State Education Department Commissioner MaryEllen Elia and New York City Department of Education Chancellor Richard Carranza along with representatives of various education advocacy groups will provide testimony to the Senate and Assembly fiscal committees.
These joint hearings will continue through February 12th and will be available for viewing on the Senate and Assembly websites. The Legislative Channel (on cable systems throughout the state) also will carry the proceedings, which will be preempted when the houses are in session. At the conclusion of the legislative deliberations, the channel will resume televised coverage of the hearings.
Testimony is scheduled from the United Federation of Teachers President Michael Mulgrew and New York State United Teachers President Andrew Pallotta.
Also providing testimony are representatives from the Conference of Big Five School Districts including Buffalo School District Superintendent Dr. Kriner Cash, Rochester School District Chief Financial Officer Everton Sewell, Syracuse School District Superintendent Jaime Alicea, Yonkers Public Schools Superintendent Dr. Edwin Quezada, Mount Vernon City School District Superintendent Kenneth Hamilton, and Utica City School District Administrative Director Steve Falchi.
Testimony is also expected from 4201 Schools Association Co-Chairs Dr. Bernadette Kappen and Tim Kelly; Alliance for Quality Education Legislative Director Jasmine Gripper, and New York State Council of School Superintendents Deputy Director Robert Lowry.
Others testifying include Council of School Supervisors and Administrators President Mark Cannizzaro; New York State School Facilities Association First Vice President and Legislative Chair Kim Parahus; and New York State School Boards Association Director Julie Marlette and Deputy Director Brian Fessler
