Notice of Public Hearing: Provisional appointments in the City of New York

SENATE STANDING COMMITTEE ON CIVIL SERVICE AND PENSIONS

NOTICE OF PUBLIC HEARING

SUBJECT:     Provisional appointments in the City of New York

PURPOSE:     Update on the New York City Department of Citywide Administrative Services’ (DCAS) plan to reduce the number of provisional appointments in New York City, as required under Chapter 5 of the Laws of 2008.

    Chapter 5 of the Laws of 2008 requires public employers that have maintained a substantial number of provisional employees to establish an orderly and expeditious means for replacing or otherwise substantially reducing the number of provisional employees.

The Senate Civil Service and Pensions Committee will receive testimony to review the current status and planned for reduction of provisional appointments in the City of New York.

Public input is requested concerning:

1)    The  current status of DCAS’s Five-Year Provisional Reduction Plan.

2)    Requests for jurisdictional reclassification of positions outside of the competitive class.

3)    The current status of established and certified eligible lists.

4)    Competitive civil service examination administration.



Persons wishing to present testimony at the hearing should complete and return the enclosed reply form as soon as possible. It is important that the reply form be fully completed and returned so that persons may be notified in the event of postponement or cancellation of the hearing.

Witnesses are asked to keep oral testimony to no more than ten minutes in length. Written testimony will also be accepted and may be sent to the contact person listed on the reply form. In preparing the order of witnesses, the Committee will attempt to accommodate individual requests to speak at particular times in view of special circumstances. If you are testifying, please submit ten copies of any prepared testimony at the hearing registration desk. In order to further publicize the hearing, please inform interested parties of the Committee’s interest in receiving written testimony from all sources.
