BILL NUMBER:A10931 TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to authorizing distinctive license plates for members of the Air Medal Society PURPOSE OR GENERAL IDEA OF BILL: To provide members of the Air Medal Society with distinctive license plates which recognize those in the armed forces who have distinguished themselves in aerial flight. SUMMARY OF SPECIFIC PROVISIONS: This act would amend Section 1 of the vehicle and traffic law by adding anew section 404x. JUSTIFICATION: The service the United States military provides has been recognized on many levels honoring those who have proven themselves as heroes through acts of bravery and sacrifice. The Air Medal Society was founded to recognize men and women who have participated in military service and have accomplished great feats while in flight. By establish- ing a unique license plate for these men and women in New York State, the public would be better able to distinguish these honorable veterans and pay their respects for their heroic actions. MILLER, MOLINARO, SCARBOROUGH, SCOZZAFAVA, WEISENBERG -- read once and referred to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to authorizing distinctive license plates for members of the Air Medal Society THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The vehicle and traffic law is amended by adding a new section 404-x to read as follows: S 404-X. DISTINCTIVE PLATES FOR MEMBERS OF THE AIR MEDAL SOCIETY. 1. ANY MEMBER OF THE AIR MEDAL SOCIETY RESIDING IN THIS STATE SHALL, UPON REQUEST, BE ISSUED A DISTINCTIVE LICENSE PLATE BEARING THE WORDS "AIR MEDAL SOCIETY" OR SUCH OTHER PHRASE AS THE COMMISSIONER SHALL DESIGNATE SHOWING THE REGISTRANT IS A MEMBER OF THE AIR MEDAL SOCIETY. 2. APPLICATION FOR SUCH LICENSE PLATE SHALL BE FILED WITH THE COMMIS- SIONER IN SUCH FORM AND DETAIL AS THE COMMISSIONER SHALL PRESCRIBE. 3. THE DISTINCTIVE PLATE AUTHORIZED IN THIS SECTION SHALL BE ISSUED UPON PROOF, SATISFACTORY TO THE COMMISSIONER, THAT THE APPLICANT IS A MEMBER OF THE AIR MEDAL SOCIETY. 4. A DISTINCTIVE PLATE ISSUED PURSUANT TO THIS SECTION SHALL BE ISSUED IN THE SAME MANNER AS OTHER NUMBER PLATES UPON PAYMENT OF THE REGULAR REGISTRATION FEE PRESCRIBED BY SECTION FOUR HUNDRED ONE OF THIS ARTICLE, PROVIDED, HOWEVER, THAT AN ADDITIONAL ANNUAL SERVICE CHARGE OF TWENTY-FIVE DOLLARS SHALL BE CHARGED FOR SUCH PLATE. SUCH ANNUAL SERVICE CHARGE SHALL BE DEPOSITED PURSUANT TO THE PROVISIONS OF SECTION FOUR HUNDRED FOUR-OO OF THIS ARTICLE, TO THE CREDIT OF THE DEPARTMENT OF MOTOR VEHICLES DISTINCTIVE PLATE DEVELOPMENT FUND ESTABLISHED BY SECTION NINETY-FIVE-G OF THE STATE FINANCE LAW, AND SHALL BE USED FOR THE PRODUCTION, DESIGN, ADVERTISING AND MARKETING OF DISTINCTIVE LICENSE PLATES PURSUANT TO SUCH SECTION NINETY-FIVE-G. S 2. This act shall take effect on the one hundred eightieth day after it shall have become a law.
