AN  ACT  to amend the executive law, in relation to establishing a meth-
  amphetamine manufacturer registry

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Short  title. This act shall be known and may be cited as
the "methamphetamine manufacturer registry act".
  S 2. The executive law is amended by adding a  new  section  837-s  to
read as follows:
  S  837-S.  METHAMPHETAMINE  MANUFACTURER REGISTRY. 1. (A) THE DIVISION
SHALL ESTABLISH AND MAINTAIN A METHAMPHETAMINE MANUFACTURER REGISTRY FOR
THE PURPOSE OF IDENTIFYING PERSONS CONVICTED OF MANUFACTURING METHAMPHE-
TAMINE, AS SET FORTH IN SUBDIVISION TWO OF THIS SECTION. THE  METHAMPHE-
TAMINE  MANUFACTURER REGISTRY SHALL CONTAIN SUCH INDIVIDUAL'S NAME, DATE
OF BIRTH, OFFENSE OR OFFENSES REQUIRING INCLUSION IN THE METHAMPHETAMINE
MANUFACTURER REGISTRY, THE CONVICTION  DATE  AND  COUNTY  OF  EACH  SUCH
OFFENSE,  AND  SUCH  OTHER IDENTIFYING INFORMATION AS THE DIVISION DEEMS
NECESSARY TO IDENTIFY SUCH INDIVIDUAL, BUT SHALL NOT INCLUDE THE  SOCIAL
SECURITY NUMBER OF SUCH PERSON.
  (B)  THE DIVISION SHALL MAKE THE INFORMATION CONTAINED IN THE REGISTRY
ACCESSIBLE TO THE PUBLIC AND ON  THE  INTERNET  THROUGH  THE  DIVISION'S
WEBSITE. THE DIVISION SHALL UPDATE INFORMATION AS IT DEEMS NECESSARY.
  (C)  THE  DIVISION SHALL PROMULGATE RULES AND REGULATIONS NECESSARY TO
IMPLEMENT THIS SECTION WHICH SHALL INCLUDE PROCEDURES TO ENSURE THAT THE
INFORMATION IN THE REGISTRY IS ACCURATE, AND THAT THE INFORMATION IN THE
REGISTRY REFLECTS ANY CHANGES BASED ON THE REVERSAL OF A CONVICTION  FOR
