AN ACT to amend the public authorities law, in relation to  establishing
  and  implementing  a  no toll program for the transportation of juries
  deliberating a case before a New York city tribunal

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. Legislative finding. The legislature finds that the imple-
mentation of a no toll program for the transportation of juries deliber-
ating a case before a New York city tribunal, as provided in  this  act,
will  not significantly impair the receipt and projected receipt of toll
revenues of  the  Triborough  bridge  and  tunnel  authority,  from  the
projects listed in this act.
  S  2.  The  public  authorities law is amended by adding a new section
553-j to read as follows:
  S 553-J. TRANSPORTATION OF JURIES IN NEW YORK CITY; NO  TOLL  PROGRAM.
NOTWITHSTANDING  ANY  INCONSISTENT PROVISION OF LAW, THE AUTHORITY SHALL
ESTABLISH AND IMPLEMENT A NO TOLL  PROGRAM  FOR  THE  TRANSPORTATION  OF
JURIES  DELIBERATING  A  CASE  BEFORE  A NEW YORK CITY TRIBUNAL WITH THE
TRIBOROUGH BRIDGE, THE BRONX WHITESTONE BRIDGE,  THE  VERRAZANO  BRIDGE,
THE  THROGS  NECK  BRIDGE,  AND  THE QUEENS MIDTOWN AND BROOKLYN-BATTERY
TUNNELS. THE AUTHORITY SHALL HAVE THE POWER TO  CONSIDER  OTHER  MATTERS
NECESSARY TO CARRY OUT THE GOALS AND OBJECTIVES OF THIS SECTION.
  S 3. This act shall take effect immediately.
