LOPEZ, LUPARDO, MAISEL, REILLY, STIRPE, TOWNS -- read once and referred to the Commit- tee on Energy AN ACT to amend the energy law, in relation to the use of general purpose lights in public buildings THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 8-103 of the energy law, as amended by chapter 744 of the laws of 1979, is amended to read as follows: S 8-103. Application. 1. On or before April first, nineteen hundred eighty, the commissioner shall promulgate, and thereafter may amend from time to time, standards relating to the lighting of all existing build- ings, or classes of such buildings, for purposes of minimizing the consumption of energy and providing for the efficient utilization of the energy expended for lighting in the use and occupancy of such buildings. Such standards shall be cost effective and shall not impair the health and safety of the occupants of the property. The standards shall be deemed cost effective if the cost of implementing them would be equal to or less than the present value of energy and maintenance savings that would be expected over a seven-year period in a building to which the standards are applicable. PROVIDED HOWEVER, ON AND AFTER THE EFFECTIVE DATE OF THE CHAPTER OF THE LAWS OF TWO THOUSAND NINE WHICH AMENDED THIS SECTION, ALL GENERAL PURPOSE LIGHTS USED IN PUBLIC BUILDINGS IN THIS STATE SHALL MEET THE ENERGY EFFICIENCY STANDARDS ESTABLISHED IN SUBDIVI- SION TWO OF THIS SECTION. 2. THE MINIMUM ENERGY EFFICIENCY STANDARDS FOR A GENERAL SERVICE LAMP USED IN A PUBLIC BUILDING IN THE STATE SHALL BE AS FOLLOWS: EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
