Directs commissioner of education to create youth centers with a curriculum for pre-school and after-school students demonstrating educational opportunities and emphasizing good mentoring; provides that the regional youth centers shall be established in each of the five boroughs of the city of New York, in the counties of Albany and Erie and in five other counties to be selected by the commissioner of education.

ABBATE, DIAZ, JACOBS, LANCMAN, MAYERSOHN, McENENY, MILLMAN, NOLAN, PEOPLES, TOWNS, WEISENBERG, WRIGHT, ZEBROWSKI -- read once and referred to the Committee on Education AN ACT to amend the education law, in relation to establishment of youth centers for the education of pre-school and after-school students and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The education law is amended by adding a new section 804-e to read as follows: S 804-E. COMPREHENSIVE PRE-SCHOOL AND AFTER-SCHOOL EDUCATION DEMON- STRATION PROGRAM. 1. THE COMMISSIONER IS HEREBY AUTHORIZED TO ESTABLISH YOUTH CENTERS AND PROMULGATE RULES AND REGULATIONS FOR THE IMPLEMENTA- TION OF A DEMONSTRATION PROGRAM AND CREATE A CURRICULUM THAT SHALL EMPHASIZE AND DEMONSTRATE GOOD MENTORING AND EDUCATIONAL OPPORTUNITIES FOR PRE-SCHOOL AND AFTER-SCHOOL STUDENTS. 2. REGIONAL YOUTH TRAINING CENTERS FOR THE PURPOSE OF IMPLEMENTING THE COMPREHENSIVE PRE-SCHOOL AND AFTER-SCHOOL EDUCATION DEMONSTRATION PROGRAM SHALL BE ESTABLISHED IN EACH OF THE FIVE BOROUGHS OF THE CITY OF NEW YORK, THE COUNTIES OF ALBANY AND ERIE AND FIVE OTHER COUNTIES TO BE SELECTED BY THE COMMISSIONER IN A GEOGRAPHICALLY BALANCED MANNER. 3. YOUTH TRAINING CENTERS CREATED PURSUANT TO THIS SECTION SHALL SUBMIT TO THE COMMISSIONER SUCH REPORTS OR OTHER INFORMATION AS AND WHEN HE SHALL REQUIRE. 4. THE COMMISSIONER SHALL PREPARE A REPORT OF THE ACTIVITIES OF THE YOUTH TRAINING CENTERS, CONCERNING BUT NOT LIMITED TO SUCCESS, FAILURE, EFFECT AGAINST CRIME, DROP-OUT RATE, MEASURABLE IMPACTS ON THE STUDENTS EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
