BILL NUMBER:A9187 TITLE OF BILL: An act to amend the legislative law, in relation to limiting the amount of time any member of the legislature may serve as a legislative leader PURPOSE OR GENERAL IDEA OF BILL: To establish six years as the maximum that any one member may serve as Temporary President of the Senate, Minority Leader of the Senate, Speaker of the Assembly or Minority Leader of the Assembly. Further, no one member who has served as Speaker of the Assembly can not be elected to serve as Majority Leader of the Assembly in the year immediately following such member's tenure as Speaker. SUMMARY OF SPECIFIC PROVISIONS: Section 1: Amends the legislative law by adding a new section 5-b. JUSTIFICATION: For too long the people of New York have been governed by a legislature that is ill suited to adapt and respond to changing and emerging concerns of such a diverse and unique state as New York. Too much power is vested in the leadership of the legislature and for too long a period of time in individual people. Constant change in leadership will create a further check on power and balance of influence in the legislative branch of New York State.

QUINN -- read once and referred to the Committee on Governmental Operations AN ACT to amend the legislative law, in relation to limiting the amount of time any member of the legislature may serve as a legislative lead- er THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The legislative law is amended by adding a new section 5-b to read as follows: S 5-B. LIMITATION ON TENURE OF LEGISLATORS TO SERVE AS A LEGISLATIVE LEADER. 1. NO MEMBER OF THE LEGISLATURE MAY BE ELECTED TO SERVE MORE THAN SIX YEARS AS THE TEMPORARY PRESIDENT OF THE SENATE, MINORITY LEADER OF THE SENATE, SPEAKER OF THE ASSEMBLY, MINORITY LEADER OF THE ASSEMBLY OR THE CHAIRPERSON OF ANY SENATE OR ASSEMBLY COMMITTEE. 2. ANY MEMBER HAVING SERVED AS THE SPEAKER OF THE ASSEMBLY SHALL NOT BE ELECTED TO SERVE AS THE MAJORITY LEADER IN THE YEAR IMMEDIATELY FOLLOWING SUCH MEMBER'S TENURE AS SPEAKER OF THE ASSEMBLY. S 2.
