BILL NUMBER:A9207 TITLE OF BILL: An act to amend the civil service law, in relation to the New York state prescription medication cost containment program PURPOSE: To enhance cost savings to New York State in the procurement of prescription medications for its civil service employees and reti- rees. SUMMARY OF PROVISIONS: Adds section 159-d to the civil service law. Authorizes the president of the civil service commission to create the New York state prescription medication cost containment program. Provides that New York state civil service employees and retirees shall be offered several options to fill medical prescriptions through a Cana- dian mail order company. JUSTIFICATION: This legislation is based on a program that has operated in Schenectady County since 2004. The county has obtained significant cost savings by using a voluntary program whereby its employees and retirees can obtain their prescription medications through a Canadian drug purchasing program. Approximately 60% of the county's active employees and 95% of its retirees participate in the program. The County reported a savings of $6 million in the first four years of the program and in January and February of 2009, reported that drug costs actually decreased five per cent from the same period in 2008. New York State should take appropriate steps to reduce costs and the Schenectady County

SUCH PROGRAM SHALL OFFER NEW YORK STATE RESIDENTS WHO ARE EMPLOYED IN THE CIVIL SERVICE OF THE STATE OR NEW YORK STATE RESIDENTS WHO ARE RETIRED FROM STATE SERVICE, SEVERAL OPTIONS TO FILL MEDICAL PRESCRIPTIONS THROUGH A CANADIAN MAIL ORDER COMPANY. SUCH COMPANIES SHALL BE SELECTED THROUGH COMPETITIVE BIDDING PROCESS, TO BE DESIGNED AND IMPLEMENTED BY THE PRESIDENT.
