AN ACT to amend the penal law, in relation to  establishing  a  24  hour
  toll-free  statewide hotline to report criminal or unlawful possession
  of a weapon

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. The penal law is amended by adding a new section 265.07 to
read as follows:
S 265.07 CRIMINAL OR UNLAWFUL POSSESSION OF A WEAPON HOTLINE.
  1. THE COMMISSIONER OF THE DIVISION OF CRIMINAL JUSTICE SERVICES SHALL
ESTABLISH AND MAINTAIN A TWENTY-FOUR HOUR  TOLL-FREE  STATEWIDE  HOTLINE
NUMBER FOR USE IN THE INVESTIGATION AND PREVENTION OF CRIMINAL OR UNLAW-
FUL  POSSESSION  OF  A  WEAPON  IN  VIOLATION OF SECTION 265.01, 265.02,
265.03, 265.04, 265.05 OR 265.06 OF THIS ARTICLE. SUCH TOLL-FREE  NUMBER
MAY  BE  USED  BY PERSONS TO REPORT OBSERVATIONS OR KNOWLEDGE OF PERSONS
ENGAGING IN  CONDUCT  SPECIFIED  IN  SECTIONS  265.01,  265.02,  265.03,
265.04, 265.05 AND 265.06 OF THIS ARTICLE.
  2.  INFORMATION CONCERNING CRIMINAL OR UNLAWFUL POSSESSION OF A WEAPON
OBTAINED FROM USE OF THE TOLL-FREE NUMBER SHALL BE  TRANSMITTED  TO  THE
APPROPRIATE  STATE  OR LOCAL POLICE DEPARTMENT. IN ACCORDANCE WITH REGU-
LATIONS PROMULGATED  BY  THE  COMMISSIONER,  THE  DIVISION  OF  CRIMINAL
JUSTICE  SERVICES SHALL PREPARE AN ANNUAL REPORT WHICH PROVIDES INFORMA-
TION CONCERNING THE NUMBER, LOCATION AND NATURE OF THE CALLS RECEIVED ON
THE CRIMINAL OR UNLAWFUL POSSESSION OF  A  WEAPON  HOTLINE.  THE  ANNUAL
REPORT  SHALL BE PUBLISHED ON THE DIVISION OF CRIMINAL JUSTICE SERVICES'
WEBSITE.
  S 2. This act shall take effect on the ninetieth day  after  it  shall
have  become  a  law; provided, however, that effective immediately, the
addition, amendment and/or repeal of any rule  or  regulation  necessary
for  the  implementation of this act on its effective date is authorized
and directed to be made and completed on or before such effective date.
