BILL NUMBER:A9751 TITLE OF BILL: An act to amend the education law, in relation to establishing the strategic partnership for industrial resurgence program Purpose Or General Idea Of Bill: To codify the established strategic partnership for industrial resurgence program in the state university of new york for the purposes of strengthening the state's small and mid-sized businesses by helping them address engineering problems and processes to improve industrial competitiveness and to provide new york companies with technical assistance on research projects and in the application for federal and other funding for which they are eligible. Summary Of Specific Provisions: The chancellor would allocate available funds to the engineering schools of the state university of new york to provide technical assistance to small and medium sized technology companies in new york. Projects must have well-defined deliverables and timeframes and would include only those that support the goals of student education and professional development as determined by the dean of the engineering or an equivalent faculty member at each engineering school. GABRYSZAK, SCHIMMINGER, DelMONTE, ALESSI, LUPARDO -- read once and referred to the Committee on Higher Education AN ACT to amend the education law, in relation to establishing the stra- tegic partnership for industrial resurgence program THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The education law is amended by adding a new section 239-b to read as follows: S 239-B. STRATEGIC PARTNERSHIP FOR INDUSTRIAL RESURGENCE PROGRAM. 1. THERE IS HEREBY ESTABLISHED WITHIN THE STATE UNIVERSITY OF NEW YORK, A STRATEGIC PARTNERSHIP FOR INDUSTRIAL RESURGENCE PROGRAM, HEREAFTER REFERRED TO AS "THE PROGRAM." SUCH PROGRAM IS CREATED FOR THE PURPOSES OF STRENGTHENING THE STATE'S SMALL AND MID-SIZED BUSINESSES BY HELPING THEM TO ADDRESS ENGINEERING PROBLEMS AND PROCESSES IN ORDER TO IMPROVE INDUSTRIAL COMPETITIVENESS. SUCH PROGRAM SHALL PROVIDE NEW YORK STATE COMPANIES WITH TECHNICAL ASSISTANCE WITH RESEARCH PROJECTS AND WITH THE APPLICATION FOR FEDERAL FUNDING AND OTHER SOURCES OF FUNDING FOR WHICH THEY ARE ELIGIBLE. 2. ELIGIBLE PROJECTS MAY INVOLVE THE FOLLOWING UNIVERSITY DEPARTMENTS: (A) MECHANICAL ENGINEERING; (B) MATERIALS SCIENCE AND ENGINEERING; (C) ELECTRICAL AND COMPUTER ENGINEERING; (D) NANOENGINEERING; (E) COMPUTER SCIENCE; (F) BIOMEDICAL ENGINEERING; (G) APPLIED MATHEMATICS AND STATISTICS, OR (H) OTHER DEPARTMENTS AS MAY BE DESIGNATED BY THE STATE UNIVERSITY OF NEW YORK. 4.
