BILL NUMBER: S1616 TITLE OF BILL : CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY proposing an amendment to section 5 of article 2 of the constitution, in relation to the ten day advance registration requirement PURPOSE : This concurrent resolution proposing constitutional amendment would begin the long task of amending the constitution to allow for same day voter registration. SUMMARY OF PROVISIONS : This bill amends section 5 of article 2 of the constitution to eliminate the ten day advance voter registration requirement. If adopted, the legislature would set guidelines for this provision. JUSTIFICATION : Same day registration is a sensible way to encourage voter participation and strengthen our democracy, Yet, due to specific provision in the New York State Constitution requiring ten day advance voter registration, the legislature is unable to enact same day voter registration legislation. This amendment is the first step in clearing the way for this important election reform.
