BILL NUMBER: S1999 TITLE OF BILL : An act to amend the public health law, in relation to hospital disclosure of services provided outside of the United States PURPOSE : To require hospitals to disclose any hospital service or health related service provided by such hospital that is performed outside of the United States. SUMMARY OF PROVISIONS : Adds a new section to the Public Health Law requiring every hospital to disclose to each of its patients, information setting forth each hospital service and health-related service provided by such hospital that is performed outside of the United States by any person, firm, corporation or other business entity. JUSTIFICATION : Outsourcing is work done for a company by another company or people other than the original company's employees. Outsourcing entails purchasing a product or process from an outside supplier rather than producing this product or process in-house. In New York, many hospitals are outsourcing jobs and/or services overseas, thereby sacrificing many New Yorkers' jobs and/or employment opportunities.
