BILL NUMBER: S211 TITLE OF BILL : An act to amend the penal law, in relation to prohibiting the wearing of a mask or headgear in a public setting designed to intimidate a particular group or groups of people PURPOSE/SUMMARY OF PROVISIONS : This bill would prohibit intimidation of groups through use of costume, specifically masks or headgear. JUSTIFICATION : This bill is in response to the ambiguity in the. state laws addressing this issue, specifically to the situation with the Ku Klux Klan marching with their headgear on. While the recent response was to allow Klan members to march, but with masks/headgear off, there still exists a need to more clearly address this matter. LEGISLATIVE HISTORY : New bill. None.
