BILL NUMBER: S227 TITLE OF BILL : An act to amend the executive law, in relation to disaster preparedness plans for nuclear power plants PURPOSE : This legislation would direct the New York State Emergency Management Office to undertake a comprehensive review of existing disaster preparedness plans for nuclear power plants in New York State and upon completion of such review, develop individual site specific disaster preparedness plans for each nuclear power plant. SUMMARY OF PROVISIONS : This legislation adds a new Section 23-c to the executive law requiring the New York SEMO to undertake a complete review of existing disaster preparedness plans relating to the State's nuclear power plants and to prepare site specific disaster preparedness plans for each nuclear plant. JUSTIFICATION : In the wake of the September 11 attacks on the World Trade Center and the Pentagon, it is clear that the threat to the State's nuclear power plants is greater than ever before in the history of the State. There is a clear and obvious increased probability that nuclear power plants could be subject to a terrorist attack or other act of malice.
