BILL NUMBER: S2738 TITLE OF BILL : An act to amend the executive law, in relation to awarding an annual annuity to recipients of purple heart medals PURPOSE OR GENERAL IDEA OF BILL : A law to create an annuity for purple heart recipients or spouses of deceased purple heart recipients. SUMMARY OF SPECIFIC PROVISIONS : This bill would create an annual annuity of $1,000 for purple heart recipients or spouses of deceased purple heart recipients. JUSTIFICATION : The oldest military decoration in the world, The Order of the Purple Heart is awarded to members of the armed forces of the US who are wounded by an instrument of war in the hands of the enemy and posthumously to the next of kin in the name of those who are killed in action or die of wounds received in action. Currently, New York State honors veterans who are blind, or spouses of a deceased blind veteran, by providing them with a one thousand dollar annuity. This is provided irrespective as whether it occurred after their service was completed. However, the state does not provide the same supplement to recipients of the purple heart. This bill corrects this anomaly.
