BILL NUMBER: S361 TITLE OF BILL : An act to amend the education law, in relation to certain vocational schools providing licensed practical nurse training PURPOSE OR GENERAL IDEA OF BILL : To strengthen the quality of health care in New York State by creating a vehicle to increase the numbers of licensed practical nurses through greater opportunity for educational training in the field of nursing. SUMMARY OF SPECIFIC PROVISIONS : Amends §6453 of the education law to authorize the commissioner to contract with institutions of vocational education (1) to conduct approved courses to assist foreign trained nurses to qualify for a license as a licensed practical nurse, (2) conduct refresher courses for NYS residents currently licensed as licensed practical nurses but who are not actively engaged in nursing, and (3) to conduct approved courses to qualify persons as licensed practical nurses if such institution certifies medical assistants or patient care technicians. JUSTIFICATION : As Americans grow older more and more people will need care, especially in nursing homes and assisted living centers. ROBACH -- read twice and ordered printed, and when printed to be committed to the Committee on Higher Education AN ACT to amend the education law, in relation to certain vocational schools providing licensed practical nurse training THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 6453 of the education law, as amended by chapter 994 of the laws of 1971, is amended to read as follows: S [6443] 6453. Special nursing education program. To grant greater opportunity in nursing education, the commissioner may: 1. Enter into contracts with any institution of VOCATIONAL EDUCATION, higher education incorporated in this state, voluntary non-profit hospi- tals incorporated within this state or public hospitals located within this state for: (1) A contract for conducting courses approved by the department to assist foreign trained nurses to qualify for a license as a LICENSED PRACTICAL NURSE OR registered professional nurse in this state. (2) A contract for conducting refresher courses for residents of this state who have been licensed as LICENSED PRACTICAL NURSES OR registered professional nurses but who are not actively engaged in nursing. (3) A CONTRACT WITH PRIVATE VOCATIONAL EDUCATION INSTITUTIONS THAT CERTIFY MEDICAL ASSISTANTS OR PATIENT CARE TECHNICIANS, TO CONDUCT COURSES APPROVED BY THE DEPARTMENT TO QUALIFY PERSONS AS LICENSED PRAC- TICAL NURSES. 2. Enter into a contract to expand the enrollment of any institution of higher education incorporated within this state or any voluntary non-profit hospital or municipal or county hospital incorporated within this state providing either a regents' approved curriculum leading to a baccalaureate degree in professional nursing or a regents' registered program in professional nursing, by paying an agreed sum to the institu- EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
