BILL NUMBER: S4048 TITLE OF BILL : An act to amend the vehicle and traffic law, in relation to distribution of health care proxy information PURPOSE OR GENERAL IDEA OF BILL : To promote use of health care proxies by distributing information through Department of Motor Vehicles mailings. SUMMARY OF SPECIFIC PROVISIONS : The Vehicle and Traffic Law is amended to require the Department of Motor Vehicles to include health care proxy forms and instructions developed by the Department of Health to residents in mailings on drivers' licenses and periodically in mailings on registrations. JUSTIFICATION : People want to and should have their health care wishes honored. Yet a large majority of New York residents do not have a health care proxy. As a result, their health care wishes are usually unknown and people are given medical treatment that they would not want or not given treatment that they would want. Therefore, it is important for the state of New York to establish a variety of ways to provide individuals with health care proxy forms
