BILL NUMBER: S4379 TITLE OF BILL : An act to amend the vehicle and traffic law, in relation to distinctive license plates for Hispanic and African-American veterans PURPOSE OR GENERAL IDEA OF BILL : To recognize the contributions African American and Hispanic Veterans have made in the Armed Forces through the issuance of distinctive license plates SUMMARY OF SPECIFIC PROVISIONS : Amends the Vehicle and Traffic Law by adding a new section 404-x to establish distinctive plates for Hispanic and African American veterans. These individuals will be issued a distinctive license plate bearing the words "Hispanic Veteran" or "African-American Veteran," respectively. Application for such license plates must be filed with the Commissioner of the Department of Motor Vehicles. No service charge will be charged for the issuance of such a license plate. DILAN, HUNTLEY, C. JOHNSON, MONSERRATE, ONORATO, PARKER -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to distinctive license plates for Hispanic and African-American veterans THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The vehicle and traffic law is amended by adding a new section 404-x to read as follows: S 404-X. DISTINCTIVE PLATES FOR HISPANIC OR AFRICAN-AMERICAN VETERANS. 1. ANY HISPANIC OR AFRICAN-AMERICAN VETERAN RESIDING IN THIS STATE SHALL, UPON REQUEST, BE ISSUED A LICENSE PLATE BEARING THE WORDS HISPAN- IC OR AFRICAN-AMERICAN VETERAN, RESPECTIVELY. APPLICATION FOR SAID LICENSE PLATE SHALL BE FILED WITH THE COMMISSIONER IN SUCH FORM AND DETAIL AS THE COMMISSIONER SHALL PRESCRIBE. 2. THE DISTINCTIVE PLATE AUTHORIZED HEREIN SHALL BE ISSUED UPON PROOF, SATISFACTORY TO THE COMMISSIONER, THAT THE APPLICANT IS AN HISPANIC OR AFRICAN-AMERICAN VETERAN. 3. A DISTINCTIVE PLATE ISSUED PURSUANT TO THIS SECTION SHALL BE ISSUED IN THE SAME MANNER AS OTHER NUMBER PLATES UPON PAYMENT OF THE REGULAR REGISTRATION FEE PRESCRIBED BY SECTION FOUR HUNDRED ONE OF THIS ARTICLE, PROVIDED, HOWEVER, THAT NO SERVICE CHARGE SHALL BE CHARGED FOR SUCH PLATE.
