BILL NUMBER: S4927 TITLE OF BILL : An act to amend the social services law, in relation to the creation of community services response teams; and to amend the education law, in relation to the reporting of educational absences PURPOSE : The purpose of the bill is to provide for early intervention in cases where a child is missing school on a somewhat regular basis, and to intervene by providing support for the family by identifying and addressing issues that may exist within the family. Section 1 adds a new section 413-a to the social services law, by establishing a Community Services Response Team (CSRT) within the local child advocacy centers. Provides for the establishment of the team members and the types of services, such as medical and mental health, that shall be provided. Also explains that upon receiving a report from the school district, the CSRT will dispatch two members of the team to make a home visit and perform an evaluation. The CSRT will then report back to the team, provide necessary services, and follow up with the child advocacy center as to the outcome of the intervention, which is then shared with the school. If there are further concerns raised by the CSRT, contact will be made to the proper authorities. Section 2 adds a new section 3211-b to the education law, by requiring that schools review attendance records on a quarterly basis, and make

MONTGOMERY -- read twice and ordered printed, and when printed to be committed to the Committee on Children and Families AN ACT to amend the social services law, in relation to the creation of community services response teams; and to amend the education law, in relation to the reporting of educational absences THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The social services law is amended by adding a new section 413-a to read as follows: S 413-A. COMMUNITY SERVICES RESPONSE TEAM. 1. THERE IS HEREBY ESTAB- LISHED UNDER THE AUSPICES OF THE OFFICE OF CHILDREN AND FAMILY SERVICES A PROGRAM TO BE KNOWN AS THE COMMUNITY SERVICES RESPONSE PROGRAM. THE GOAL OF THE PROGRAM IS TO ASSIST CHILDREN AND THEIR FAMILIES BY SUPPLY- ING THEM WITH ACCESS TO NECESSARY SUPPLIES, SUPPORTS AND SERVICES. 2. (A) THE OFFICE OF CHILDREN AND FAMILY SERVICES SHALL ESTABLISH FIVE COMMUNITY SERVICES RESPONSE TEAMS ACROSS THE STATE. (B) THE COMMUNITY SERVICES RESPONSE TEAM SHALL CONSIST OF A TEAM OF INDIVIDUALS THAT PROVIDES ASSISTANCE IN ACCESSING SUPPLIES, SUPPORTS AND SERVICES, IN COLLABORATION WITH OTHER COMMUNITY ORGANIZATIONS, TO FAMI- LIES IN NEED. (C) EACH COMMUNITY SERVICES RESPONSE TEAM SHALL CONSIST OF AT LEAST TWO OF EACH OF THE FOLLOWING INDIVIDUALS: (I) CASE MANAGERS FROM LOCAL COMMUNITY SERVICE AGENCIES; (II) MEMBERS OF THE LOCAL LAW ENFORCEMENT; (III) TEACHERS OR GUIDANCE COUNSELORS FROM THE LOCAL SCHOOL DISTRICT; (IV) COMMUNITY MENTAL HEALTH PROVIDERS; (V) SUBSTANCE ABUSE COUNSELORS; (VI) COMMUNITY HEALTH PROFESSIONALS; AND (VII) DOMESTIC VIOLENCE COUNSELORS. 3.
