BILL NUMBER: S5221 TITLE OF BILL : An act to amend the state finance law, in relation to changing the state fiscal year from the first of April to the first of June PURPOSE : Changes the state fiscal year from April 1st to June 1st. SUMMARY OF PROVISIONS : Amends § 3 of the state finance law to change the end of the state fiscal year. EXISTING LAW : Section 3 of the State Finance Law provides for the fiscal year to end April 1. JUSTIFICATION : For almost two decades, the state budget has been adopted past the April 1st statutory beginning of the fiscal year. This is due, in part, to disagreements over 1st quarter revenue projections as well as the January start of the state's legislative session. Moving the fiscal year to June 1st provides a more realistic time frame for a budget that has doubled in size during the period of lateness. Moreover, by June 1st, New York will have actual income tax returns
