BILL NUMBER: S5272 TITLE OF BILL : An act to amend the public health law and the agriculture and markets law, in relation to establishing a state diabetes coordinator within the department of health PURPOSE OR GENERAL IDEA OF BILL : This bill seeks to address the growing epidemic of diabetes in New York State by establishing within the Department of Health a State Diabetes Coordinator to advise the Commissioner on ways to improve the quality of life, save money for taxpayers and patients and ultimately save lives by reducing the rates of diabetes and its complications. SUMMARY OF SPECIFIC PROVISIONS : The legislation establishes a State Diabetes Coordinator within the Office of the Commissioner of the Department of Health. The Coordinator would be appointed by the Commissioner of Health in consultation with the Governor or Governor's Designee. The Coordinator would report directly to the Commissioner. The Coordinator would: (1) serve as the principle advisor to the Commissioner on ways to save lives, improve the quality of life and save money for taxpayers and patients by reducing the rates of diabetes and its complications; (2) develop a measurement for the

MONTGOMERY -- read twice and ordered printed, and when printed to be committed to the Committee on Health AN ACT to amend the public health law and the agriculture and markets law, in relation to establishing a state diabetes coordinator within the department of health THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Article 2 of the public health law is amended by adding a new title 6 to read as follows: TITLE 6 STATE DIABETES COORDINATOR SECTION 267. STATE DIABETES COORDINATOR. 267-A. DUTIES. 267-B. REPORTS. S 267. STATE DIABETES COORDINATOR. THERE IS HEREBY ESTABLISHED WITHIN THE DEPARTMENT A STATE DIABETES COORDINATOR. THE STATE DIABETES COORDI- NATOR SHALL BE APPOINTED BY THE COMMISSIONER IN CONSULTATION WITH THE GOVERNOR, OR DESIGNEE OF THE GOVERNOR. THE STATE DIABETES COORDINATOR SHALL REPORT DIRECTLY TO THE COMMISSIONER IN CARRYING OUT THE PROVISIONS OF THIS TITLE. S 267-A. DUTIES. THE STATE DIABETES COORDINATOR SHALL HAVE THE FOLLOW- ING DUTIES: 1. TO SERVE AS THE PRINCIPAL ADVISOR TO THE COMMISSIONER ON METHODS, PROCEDURES AND OTHER ACTIONS AVAILABLE TO REDUCE THE INCIDENCE OF DIABETES AND ITS COMPLICATIONS, TO IMPROVE THE QUALITY OF LIFE FOR PERSONS WITH DIABETES AND TO REDUCE THE COSTS ASSOCIATED WITH THE TREAT- MENT OF DIABETES PAID BY PERSONS WITH DIABETES AND BY THE STATE; 2. TO DEVELOP A RELIABLE MEASUREMENT FOR THE INCIDENCE OF PERSONS WITH DIABETES WITHIN THE STATE; EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
