BILL NUMBER: S5853 TITLE OF BILL : An act to amend the election law, in relation to the consolidation of certain election districts in the county of Westchester PURPOSE OR GENERAL IDEA OF BILL : Authorizes the Westchester County Board of Elections to merge any election district with fifty or fewer registered voters into an existing election district. SUMMARY OF SPECIFIC PROVISIONS : Section 1 of the bill amends Section 4-100 of the Election Law by adding a new subdivision 2-a to allow the Board of Elections of Westchester County to merge any election district with fifty or fewer registered voters into an existing election district so long as both such districts are within the same town, city of village, and the same assembly, senatorial, and congressional district. STEWART-COUSINS, KLEIN -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the election law, in relation to the consolidation of certain election districts in the county of Westchester THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 4-100 of the election law is amended by adding a new subdivision 2-a to read as follows: 2-A. NOTWITHSTANDING ANY PROVISION OF SUBDIVISION TWO OF THIS SECTION TO THE CONTRARY, THE BOARD OF ELECTIONS OF THE COUNTY OF WESTCHESTER MAY MERGE ANY ELECTION DISTRICT WITH FIFTY OR FEWER REGISTERED VOTERS INTO AN EXISTING ELECTION DISTRICT SO LONG AS BOTH SUCH DISTRICTS ARE WITHIN THE SAME TOWN, CITY OR VILLAGE, AND THE SAME ASSEMBLY, SENATORIAL AND CONGRESSIONAL DISTRICT. FURTHERMORE, NO CONSOLIDATED ELECTION DISTRICT CREATED PURSUANT TO THIS SUBDIVISION SHALL EXCEED THE TOTAL NUMBER OF COMBINED WEIGHTED VOTES, EXCLUDING REGISTRANTS IN INACTIVE STATUS, NOR EXCEED THE MAXIMUM NUMBER PERMITTED BY THIS SECTION.
