  printed to be committed to the Committee on Finance

AN ACT to prohibit the expenditure of state and local funds relating  to
  any trial of enemy combatants at any federal court in the state of New
  York

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Notwithstanding any provision of law to  the  contrary,  no
moneys of the state, any political subdivision thereof or public author-
ity  shall  be expended relating to any civilian criminal trial of enemy
combatants for acts of terrorism in any federal court in  the  state  of
New  York, nor shall any such moneys be expended relating to the custody
and safety of such enemy combatants.
  S 2. This act shall take effect immediately.
