BILL NUMBER: S7341 TITLE OF BILL : An act to amend the education law, in relation to the Syracuse city school district PURPOSE : To provide the Syracuse City School District with additional Academic Enhancement Aid funds totaling the percentage enrollment growth multiplied by the District's Foundation Aid in the base year. SUMMARY OF PROVISIONS : This bill would provide the Syracuse City School District with additional Academic Enhancement Aid funds by providing for additional aid totaling the percentage increase in enrollment in 2009-2010 multiplied by the District's total Foundation Aid. JUSTIFICATION : The Syracuse City School District has experienced significant enrollment increases in the 2009-2010 school year. The State's freeze in Foundation Aid funding does not account for this growth thereby placing the District in the unfortunate position of having to educate more pupils with no additional money from the State. This bill would recognize the increase of 456 pupils, a 2.19% increase, and provide $4.76 million in additional funds for the District.

VALESKY -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to the Syracuse city school district THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 12 of section 3602 of the education law, as added by section 19 of part B of chapter 57 of the laws of 2008, the closing paragraph as added by section 18 of part A of chapter 57 of the laws of 2009, is amended to read as follows: 12. Academic enhancement aid. A school district that as of April first of the base year has been continuously identified as a district in need of improvement for at least five years shall, for the two thousand eight--two thousand nine school year, be entitled to an additional apportionment equal to the positive remainder, if any, of (a) the lesser of fifteen million dollars or the product of the total foundation aid base, as defined by paragraph j of subdivision one of this section, multiplied by ten percent (0.10), less (b) the positive remainder of (i) the sum of the total foundation aid apportioned pursuant to subdivision four of this section and the supplemental educational improvement grants apportioned pursuant to subdivision eight of section thirty-six hundred forty-one of this [act] ARTICLE, less (ii) the total foundation aid base. For the two thousand nine--two thousand ten [and] THROUGH two thousand [ten] ELEVEN--two thousand [eleven] TWELVE school years, each school district shall be entitled to an apportionment equal to the amount set forth for such school district as "EDUCATION GRANTS, ACADEMIC EN" under the heading "2008-09 BASE YEAR AIDS" in the school aid computer listing produced by the commissioner in support of the budget for the two thou- sand nine--two thousand ten school year and entitled "SA0910", and such apportionment shall be deemed to satisfy the state obligation to provide an apportionment pursuant to subdivision eight of section thirty-six hundred forty-one of this article. THE SYRACUSE CITY SCHOOL DISTRICT SHALL ALSO BE ENTITLED TO AN AMOUNT EQUIVALENT TO THE PERCENTAGE EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
