AN ACT to amend the public authorities law, in relation to  establishing
  the  TechNet  training  network to improve the quantity and quality of
  science degree programs

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The  public  authorities  law  is amended by adding a new
section 3154-a to read as follows:
  S 3154-A. TECHNET TRAINING NETWORK. 1.  THE  FOUNDATION  FOR  SCIENCE,
TECHNOLOGY  AND  INNOVATION SHALL ESTABLISH THE TECHNET TRAINING NETWORK
PROGRAM TO AWARD FUNDING TO NEW YORK STATE PUBLIC DEGREE GRANTING INSTI-
TUTIONS FOR PROJECTS TO IMPROVE THE QUANTITY  AND  QUALITY  OF  SCIENCE,
TECHNOLOGY  AND  ENGINEERING  CLASSES,  DEGREE, AND CERTIFICATE PROGRAMS
AVAILABLE THROUGH THE STATE UNIVERSITY OF NEW YORK LEARNING NETWORK. THE
FOUNDATION WILL AWARD TECHNET DEVELOPMENT  GRANTS,  FROM  APPROPRIATIONS
MADE  AVAILABLE  TO  THE  PROGRAM, TO QUALIFYING INSTITUTIONS BASED ON A
COMPETITIVE APPLICATION PROCESS ESTABLISHED BY THE BOARD.
  (A) QUALIFYING PROJECT PURPOSES INCLUDE, BUT ARE NOT LIMITED  TO,  THE
FOLLOWING:
  (I) COURSE DESIGN, INCLUDING REVISION OF EXISTING CURRICULUM TO FACIL-
ITATE DELIVERY OF TECHNOLOGY, SCIENCE AND ENGINEERING COURSES ONLINE;
  (II)  DEVELOPMENT OF STUDIO SPACE FOR RECORDING COURSES OR DELIVERY OF
INTERACTIVE COURSES PROVIDED THE STUDIO SPACE IS IN SOME WAY  UNIQUE  TO
THE CURRICULUM OR THE DELIVERY METHOD;
  (III) DEVELOPMENT OF HANDS-ON LABORATORY OR OTHER TYPES OF EDUCATIONAL
VISUALIZATION EXPERIENCES USING COMPUTER SIMULATION TECHNOLOGY.
  (B)   QUALIFYING   PROJECTS  SHALL  NOT  INCLUDE  RECORDING  CLASSROOM
LECTURES, TESTING, STANDARD GAMES OR OTHER TRADITIONAL OR TYPICAL ONLINE
APPROACHES TO EDUCATION.
  2. THE BOARD SHALL ESTABLISH AN APPLICATION PROCESS AND  CRITERIA  FOR
CONSIDERATION OF APPLICATIONS. ALL APPLICATIONS MUST INCLUDE, BUT NOT BE
LIMITED TO, THE FOLLOWING:
