AN ACT to amend the public service law, in relation  to  the  siting  of
  major  electric generating facilities; to amend the public authorities
  law, in relation to making technical corrections thereto; to amend the
  state finance law, in relation to establishing an intervenor  account;
  to  amend  the  environmental  conservation  law, in relation to power
  plant emissions and  performance  standards;  and  providing  for  the
  repeal of such provisions upon expiration thereof

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The public service law is amended by adding a  new  article
10 to read as follows:
                               ARTICLE 10

             SITING OF MAJOR ELECTRIC GENERATING FACILITIES

        161. GENERAL PROVISIONS RELATING TO THE BOARD.
        162. BOARD CERTIFICATE.
        163. PRE-APPLICATION PROCEDURES.
        164. APPLICATION FOR A CERTIFICATE.
        165. HEARING SCHEDULE.
        166. PARTIES TO A CERTIFICATION PROCEEDING.
        167. CONDUCT OF HEARING.
        168. BOARD DECISIONS.
        169. OPINION TO BE ISSUED WITH DECISION.
        170. REHEARING AND JUDICIAL REVIEW.
        171. JURISDICTION OF COURTS.
        172. POWERS OF MUNICIPALITIES AND STATE AGENCIES.
        173. APPLICABILITY TO PUBLIC AUTHORITIES.
  S 160. DEFINITIONS.  WHERE  USED IN THIS ARTICLE, THE FOLLOWING TERMS,
UNLESS THE CONTEXT OTHERWISE REQUIRES, SHALL HAVE  THE  FOLLOWING  MEAN-
INGS:
