BILL NUMBER:A10114 TITLE OF BILL: An act to amend the education law, in relation to authorizing Rockland community college to establish a tuition reduction program for active members of the volunteer fire companies and ambulance corps in Rockland PURPOSE: To authorize Rockland Community College to establish a tuition reduction program for active members of the volunteer fire companies and ambulance corps in Rockland County. With the consent and approval of the Rockland County Legislature and the State University Trustees, this tuition reduction program will provide relief to any enrolled active member in good standing of an incorporated volunteer fire company, fire department, or incorporated voluntary ambulance service in Rockland County who resides in the County and has been certified by their super- visor as an enrolled active member in good standing. SUMMARY OF PROVISIONS: Section 6304 of the education law is amended by adding a new subdivision 5-c. JUSTIFICATION: The invaluable services that volunteer firefighters and ambulance workers provide to the community is essential to the safety of families and deserves to be rewarded. This tuition reduction program offers these local heroes a break from the monetary burden associated with attending Rockland Community College. JAFFEE, ZEBROWSKI -- read once and referred to the Committee on Higher Education AN ACT to amend the education law, in relation to authorizing Rockland community college to establish a tuition reduction program for active members of the volunteer fire companies and ambulance corps in Rock- land THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 6304 of the education law is amended by adding a new subdivision 5-c to read as follows: 5-C. NOTWITHSTANDING THE PROVISIONS OF ANY GENERAL, SPECIAL, OR LOCAL LAW, INCLUDING THE PROVISIONS OF SUBDIVISION FIVE OF THIS SECTION, TO THE CONTRARY, ROCKLAND COMMUNITY COLLEGE MAY, WITH THE CONSENT AND APPROVAL OF THE LEGISLATURE OF ROCKLAND COUNTY AND THE STATE UNIVERSITY TRUSTEES, REQUIRE LESSER TUITION CHARGES OR FEES THAN THE AMOUNT NECES- SARY IN THE AGGREGATE TO PROVIDE ONE-THIRD OF THE OPERATING COSTS FROM, OR PROVIDE TUITION WITHOUT CHARGE TO, ANY ENROLLED ACTIVE MEMBER IN GOOD STANDING OF AN INCORPORATED VOLUNTEER FIRE COMPANY, FIRE DEPARTMENT, OR INCORPORATED VOLUNTARY AMBULANCE SERVICE IN ROCKLAND COUNTY WHO: A. RESIDES IN ROCKLAND COUNTY; AND B. HAS BEEN CERTIFIED BY THE AUTHORITY HAVING JURISDICTION FOR THE INCORPORATED VOLUNTEER FIRE COMPANY OR FIRE DEPARTMENT OR VOLUNTARY AMBULANCE SERVICE AS AN ENROLLED ACTIVE MEMBER IN GOOD STANDING OF SUCH INCORPORATED VOLUNTEER FIRE COMPANY OR FIRE DEPARTMENT OR VOLUNTARY AMBULANCE SERVICE FOR PERIODS OF TIME AND ACCORDING TO PROCEDURES AND CRITERIA ESTABLISHED BY RESOLUTION OR LOCAL LAW ADOPTED BY THE COUNTY OF ROCKLAND. THE BENEFITS RECEIVED UNDER THE PROVISIONS OF THIS SUBDIVISION BY ANY PERSON WHO AT THE TIME SUCH BENEFIT IS RECEIVED IS A VOLUNTEER FIREFIGHTER OR VOLUNTEER AMBULANCE WORKER, SHALL NOT ADVERSELY AFFECT THE VOLUNTEER STATUS OF SUCH PERSON FOR PURPOSES OF ANY OTHER GENERAL, SPECIAL, OR LOCAL LAW.
