Provides that the metropolitan transportation authority shall hold a public hearing, no less than one hundred fifty days nor more than one hundred eighty days, after a substantial change in service on the commuter rail service.

AN  ACT to amend the public authorities law, in relation to public hear-
  ings after a substantial change in service by the metropolitan  trans-
  portation authority

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 1263 of the public authorities law  is  amended  by
adding a new subdivision 10 to read as follows:
  10.    (A)  FOR  PURPOSES  OF  THIS SUBDIVISION "SUBSTANTIAL CHANGE IN
SERVICE" SHALL MEAN:
  (I) ANY COMPLETE OR PARTIAL CLOSING OF  A  PASSENGER  STATION  OR  ANY
MEANS OF PUBLIC ACCESS TO SUCH FACILITY;
  (II)  THE  ALTERING OF A SURFACE ROUTE BY MORE THAN FIVE HUNDRED FEET;
OR
  (III) THE OPENING OF A RAPID TRANSIT OR COMMUTER RAIL LINE OR STATION.
  (B) THE AUTHORITY SHALL HOLD  A  PUBLIC  HEARING,  NO  LESS  THAN  ONE
HUNDRED  FIFTY  DAYS,  BUT  NO MORE THAN ONE HUNDRED EIGHTY DAYS AFTER A
SUBSTANTIAL CHANGE IN SERVICE ON THE COMMUTER RAIL FACILITIES.
  (C) THE METROPOLITAN TRANSPORTATION AUTHORITY SHALL PRODUCE A  SUMMARY
OF  RIDERSHIP DATA REGARDING SUCH SUBSTANTIAL CHANGE. SUCH SUMMARY SHALL
INCLUDE, BUT NOT BE LIMITED TO, A COMPARISON OF PROJECTIONS OF RIDERSHIP
WITH THE ACTUAL SURVEYS OF RIDERS AFTER THE CHANGE IN SERVICE, AN ANALY-
SIS OF CROWDING, AND OTHER SERVICE-RELATED AND PASSENGER  SERVICE  MEAS-
URES  SUCH  AS  ON-TIME  PERFORMANCE  FOR BEFORE AND AFTER THE CHANGE IN
SERVICE.
  (D) AT EACH AFFECTED STATION AND ON BUSES OPERATING ON  EACH  AFFECTED
BUS ROUTE, POSTERS SHALL BE DISPLAYED PROVIDING A GENERAL DESCRIPTION OF
THE  PROPOSED SERVICE CHANGE, AND IDENTIFYING THE LOCATIONS AT WHICH THE
