Provides for the local registration of voters by boards of election between sixty and thirty days before a general election; requires boards to adopt resolutions to conduct registration by local board of inspectors, to provide notice as to date, time and place, and to publish the same; and prohibits such registration on religious or legal holidays.

BENJAMIN, SCHROEDER -- read once and referred to the Committee on Election Law AN ACT to amend the election law, in relation to providing for local registration of voters by boards of elections; and repealing certain provisions of such law relating thereto THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 5-202 of the election law is REPEALED and a new section 5-202 is added to read as follows: S 5-202. LOCAL REGISTRATION; PROVISION FOR. 1. ANY BOARD OF ELECTIONS, AND IN THE CITY OF NEW YORK, THE BOARD OF ELECTIONS IN THE CITY OF NEW YORK, MAY BY RESOLUTION ADOPTED NOT LATER THAN THE FIRST OF JULY IN ANY YEAR, PROVIDE THAT EITHER A CENTRAL OR LOCAL BOARD OF INSPECTORS SHALL MEET FOR THE PURPOSE OF TAKING THE REGISTRATION OF VOTERS. IN SUCH RESOLUTION, THE BOARD OF ELECTIONS SHALL ESTABLISH THE DATE OR DATES, TIME OR TIMES, AND PLACE OR PLACES FOR CONDUCTING SUCH MEETING OR MEET- INGS, WHICH SHALL BE UNIFORM THROUGHOUT THE COUNTY AND IN THE CITY OF NEW YORK, THROUGHOUT SUCH CITY. 2. LOCAL REGISTRATION CONDUCTED PURSUANT TO SUBDIVISION ONE OF THIS SECTION, SHALL ALWAYS BE RECEIVED EITHER BY TWO EMPLOYEES OF THE BOARD OF ELECTIONS SERVING AS A CENTRAL BOARD OF INSPECTORS OR TWO MEMBERS OF A LOCAL BOARD OF INSPECTORS; IN EACH INSTANCE, REPRESENTING THE TWO POLITICAL PARTIES, AS PROVIDED FOR IN THIS CHAPTER THE APPOINTMENT OF INSPECTORS, AS DIRECTED BY RESOLUTION OF SUCH BOARD OF ELECTIONS. 3. IF A BOARD OF ELECTIONS DETERMINES PURSUANT TO SUBDIVISION ONE OF THIS SECTION, TO CONDUCT LOCAL REGISTRATION, IT SHALL ESTABLISH THE DATE OR DATES TO CONDUCT SUCH REGISTRATION, WHICH SHALL NOT BE EARLIER THAN SIXTY DAYS BEFORE THE GENERAL ELECTION OR LATER THAN THIRTY DAYS BEFORE THE GENERAL ELECTION. NO SUCH LOCAL REGISTRATION SHALL BE HELD ON THE RELIGIOUS HOLIDAYS OF YOM KIPPUR, ROSH HASHANAH, SIMCHAS TORAH, SHIMINI ATZERETH OR SUCCOTH, OR THE LEGAL HOLIDAY, COLUMBUS DAY.
