Requires that the chances of winning lottery games be printed on lottery tickets; requires that such chances of winning be printed on the face of lottery tickets, clearly identified, described in plain language, conspicuously located and printed in a sufficiently large typeface.

AN ACT to amend the tax law, in relation  to  printing  the  chances  of
  winning on lottery tickets

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 1609 of the tax law is  amended  by  adding  a  new
subdivision c to read as follows:
  C.  NOTWITHSTANDING  SUBDIVISION  A  OF  THIS  SECTION  OR  ANY  OTHER
PROVISION OF LAW, EVERY LOTTERY TICKET SHALL HAVE PRINTED ON ITS FACE  A
STATEMENT SETTING FORTH THE CHANCES OF WINNING EACH PRIZE OFFERED BY THE
GAME  OR  GAMES  PROVIDED ON SUCH LOTTERY TICKET. SUCH STATEMENT SETTING
FORTH THE CHANCES OF  WINNING  SHALL  BE  CLEARLY  IDENTIFIED  AS  SUCH,
DESCRIBED  IN  PLAIN  LANGUAGE, CONSPICUOUSLY LOCATED ON SUCH TICKET AND
PRINTED IN A TYPEFACE SUFFICIENTLY LARGE TO BE EASILY READ.
  S 2. This act shall take effect on the thirtieth day  after  it  shall
have  become  a  law. Provided, however, that effective immediately, the
addition, amendment and/or repeal of any rule  or  regulation  necessary
for  the  implementation of this act on its effective date is authorized
and directed to be made and completed on or before such effective date.
