AN ACT in relation to prohibiting  certain  trucks  with  trailers  from
  operating  upon a certain portion of public highway in the counties of
  Onondaga and Cortland
  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:
  Section  1. Notwithstanding any other provision of general, special or
local law, rule or regulation to the contrary, it shall be  unlawful  to
operate  any  truck with a trailer forty-eight feet or greater in length
upon that part of route 41 or route 41-A  located  in  the  counties  of
Onondaga  and  Cortland between the intersection of such route and route
20 to the north and route 281 to the south absent a local  law  in  each
municipality  located  on  that  part  of  route  41  or route 41-A. The
provisions of this act shall not prohibit the operation of such truck or
trailer combination for local delivery or ingress or egress to  or  from
destinations contained within municipalities.
  S 2. For the purposes of this act:
  a.  "Trailer"  shall  mean  any vehicle not propelled by its own power
drawn on the public highways by a motor vehicle operated thereon, except
motorcycle sidecars, vehicles being towed by  a  non-rigid  support  and
vehicles  designed  and primarily used for other purposes and only occa-
sionally drawn by such a motor vehicle.
  b. "Truck" shall mean every motor vehicle  designed,  used,  or  main-
tained primarily for the transportation of property.
  c. "Motor vehicles" shall mean every vehicle operated or driven upon a
public  highway  which  is  propelled  by  any power other than muscular
power, except (i) electrically-driven mobility assistance devices  oper-
ated  or  driven  by a person with a disability, (ii) vehicles which run
only upon rails or tracks, or (iii) snowmobiles as defined in article 47
of the vehicle and traffic law, and (iv) all terrain vehicles as defined
in article 48-B of the vehicle and traffic law.
  S 3. This act shall take effect immediately.
