AN ACT to amend the vehicle and traffic law, in relation to establishing
  distinctive license plates for licensed doctors of osteopathy

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The vehicle and traffic law is  amended  by  adding  a  new
section 404-x to read as follows:
  S  404-X.    DISTINCTIVE PLATES FOR LICENSED DOCTORS OF OSTEOPATHY. 1.
ANY DOCTOR OF OSTEOPATHY LICENSED PURSUANT TO ARTICLE ONE HUNDRED  THIR-
TY-ONE  OF  THE  EDUCATION  LAW  AND  RESIDING IN THIS STATE SHALL, UPON
REQUEST, BE ISSUED A  DISTINCTIVE  LICENSE  PLATE  BEARING  THE  LETTERS
"D.O."   ON THE LICENSE PLATE'S FACE TO THE RIGHT OF SUCH PLATE'S REGIS-
TERED NUMBER AND THE TERM "PHYSICIAN" AT THE BOTTOM OF THE FACE  OF  THE
LICENSE  PLATE.    A  DISTINCTIVE  PLATE  ISSUED TO A LICENSED DOCTOR OF
OSTEOPATHY PURSUANT TO THIS SECTION SHALL NOT BE ISSUED TO THE SPOUSE OF
SUCH DOCTOR. APPLICATION FOR SUCH DISTINCTIVE  LICENSE  PLATE  SHALL  BE
FILED  WITH THE COMMISSIONER IN SUCH FORM AND DETAIL AS THE COMMISSIONER
SHALL PRESCRIBE, AND SHALL BE VERIFIED ANNUALLY BY THE APPLICANT.
  2. THE DISTINCTIVE PLATE AUTHORIZED IN SUBDIVISION ONE OF THIS SECTION
SHALL BE ISSUED UPON PROOF, SATISFACTORY TO THE COMMISSIONER,  THAT  THE
APPLICANT  IS  A DOCTOR OF OSTEOPATHY LICENSED TO PRACTICE IN THIS STATE
PURSUANT TO ARTICLE ONE HUNDRED THIRTY-ONE OF THE EDUCATION LAW.
  3. A DISTINCTIVE PLATE ISSUED PURSUANT TO THIS SECTION SHALL BE ISSUED
IN THE SAME MANNER AS OTHER NUMBER PLATES UPON PAYMENT  OF  THE  REGULAR
REGISTRATION  FEE PRESCRIBED BY SECTION FOUR HUNDRED ONE OF THIS ARTICLE
AND A ONE-TIME ADDITIONAL SERVICE CHARGE OF TWENTY-FIVE DOLLARS  CHARGED
FOR  SUCH PLATE.  SUCH SERVICE CHARGE SHALL BE DEPOSITED PURSUANT TO THE
PROVISIONS OF SECTION FOUR HUNDRED FOUR-OO OF THIS ARTICLE TO THE CREDIT
OF THE DEPARTMENT OF MOTOR VEHICLES DISTINCTIVE PLATE  DEVELOPMENT  FUND
