BILL NUMBER:A426 TITLE OF BILL: An act to amend the elder law, in relation to grants established for local elderly abuse education and outreach programs like the "Triad Programs" PURPOSE: Expands the number of programs eligible to provide education and prevention to seniors in New York. SUMMARY OF PROVISIONS: Amends subdivision three of section 219 of the elder law to include Triad Programs as eligible for grants for local elderly abuse education and outreach. Funds are to be distributed to the Triad Programs based on a formula that uses the geographic distribution of elderly persons within the state and a minimum base allocation. JUSTIFICATION: "Triad Programs" are by law (section 844, Executive Law) the triad cooperative model developed by the American Association of Retired Persons, the National Sheriffs' Association and the Interna- tional Association of Chiefs of Police which calls for the participation of the sheriff, at least one police chief, and a representative of at least one senior citizens' organization within a county and may include participation by general service coalitions of law enforcement, victim service, and senior citizen advocate organizations. If there is not both a sheriff and a police chief in a county or if the sheriff or a police chief do not participate, a Triad may include in the place of the sher- iff or police chief another key law enforcement official in the county
