BILL NUMBER:A8824 TITLE OF BILL: An act to amend the state finance law, in relation to the video lottery gaming facilities aid formula PURPOSE OR GENERAL IDEA OF BILL: This bill repeals the changes made to the Video Lottery Terminal (VLT) aid formula in the 2009-10 enacted budget. SUMMARY OF SPECIFIC PROVISIONS: This bill repeals language which altered the formula by which Video Lottery Terminal (VLT) aid is distributed to municipalities in the State. Chapter 56 of the Laws of 2009 (A.156-B), the Public Protection and General Government Article VII, bill modified the basis for municipalities that host VLTs to receive aid. As modified, the funding allocations became dependent on population and the poverty rates of each county. This legislation repeals that language and restores the original formula by which VLT aid was distributed. JUSTIFICATION: The changes made in the VLT formula in last year's Enacted Budget unfairly cut or outright eliminated reimbursement for certain municipalities based upon an arbitrary poverty scale. Saratoga County, because of the formula change, lost over $4 million dollars. This bill would eliminate the aforementioned language and restore the previous, equitable, means for the distribution of VLT monies. PRIOR LEGISLATIVE HISTORY: New Bill
