BILL NUMBER:A9866 TITLE OF BILL: An act to amend the elder law, in relation to creating the mature workers support program PURPOSE OR GENERAL IDEA OF BILL: An office in conjunction with the department of labor, develop and update on annual basis a guide for businesses in New York stat that is based on current recommendations made by the mature worker task force. Each guide shall be placed on the websites of the office, department of labor, and department of state. Businesses that obtain certification or licensure from the department of labor or department of state shall be provided with a link to this guide, or a paper copy upon request, when they apply for such certif- ication or licensure. A nominal fee may be charged for paper copies provided to individuals who are not business owners, SUMMARY OF SPECIFIC PROVISIONS: Section 1 directs the office for aging and the dept of labor to develop and update on an annual basis a guide for business in New York State that is based on current recommendations made by the Mature Worker Task Force. Section 2 outline how this guidebook will be made available. Section 3 calls for an effective date. JUSTIFICATION: Workers in NY State are working longer then ever due to

ABBATE, BACALLES, COOK, CRESPO, DelMONTE, MARKEY, McENENY, McKEVITT -- read once and referred to the Committee on Aging AN ACT to amend the elder law, in relation to creating the mature work- ers support program THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The elder law is amended by adding a new section 302 to read as follows: S 302. MATURE WORKERS SUPPORT PROGRAM. 1. THE OFFICE SHALL, IN CONJUNCTION WITH THE DEPARTMENT OF LABOR, DEVELOP AND UPDATE ON AN ANNU- AL BASIS A GUIDE FOR BUSINESSES IN NEW YORK STATE THAT IS BASED ON CURRENT RECOMMENDATIONS MADE BY THE MATURE WORKER TASK FORCE PURSUANT TO PARAGRAPH (C) OF SUBDIVISION THREE OF SECTION THREE HUNDRED ONE OF THIS ARTICLE FOR HIRING, RETAINING, AND RETRAINING MATURE WORKERS. 2. SUCH GUIDE SHALL BE PLACED ON THE WEBSITES OF THE OFFICE, DEPART- MENT OF LABOR, AND DEPARTMENT OF STATE. BUSINESSES THAT OBTAIN CERTIF- ICATION OR LICENSURE FROM THE DEPARTMENT OF LABOR OR DEPARTMENT OF STATE SHALL BE PROVIDED WITH A LINK TO THIS GUIDE, OR A PAPER COPY UPON REQUEST, WHEN THEY APPLY FOR SUCH CERTIFICATION OR LICENSURE. A NOMINAL FEE MAY BE CHARGED FOR PAPER COPIES PROVIDED TO INDIVIDUALS WHO ARE NOT BUSINESS OWNERS. S 2. This act shall take effect immediately.
