BILL NUMBER: S1665 TITLE OF BILL : An act to amend the general city law, in relation to the review of construction plans by cities PURPOSE OR GENERAL IDEA OF BILL : This bill requires all cities to employ persons to review any plans for construction or reconstruction on structures within its boundary. JUSTIFICATION : This bill will require that all cities retain the responsibility for approving plans for residential building projects. Currently, in the city of New York the commissioner is permitted to accept plans from architects and engineers who are in good standing with the department if they sign the plans as complying with the building code and zoning resolution. This policy has proven to be faulty. This bill will put the responsibility for approving these plans back in the hands of the city employees in all cities of the State. EFFECTIVE DATE : July 1, 2010.

KRUEGER -- read twice and ordered printed, and when printed to be committed to the Committee on Cities AN ACT to amend the general city law, in relation to the review of construction plans by cities THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 20 of the general city law is amended by adding a new subdivision 39 to read as follows: 39. TO REVIEW PLANS FOR CONSTRUCTION OR RECONSTRUCTION OF ANY STRUC- TURE PROPOSED TO BE MADE WITHIN ITS BOUNDARIES FOR COMPLIANCE WITH ANY CODES, RULES OR REGULATIONS. NOTWITHSTANDING ANY OTHER PROVISION OF LAW, NO CITY SHALL BE PERMITTED TO ACCEPT CERTIFICATION OF DOCUMENTS FOR CONSTRUCTION OF NEW BUILDINGS FROM ARCHITECTS OR ENGINEERS AS A SUBSTI- TUTE FOR REVIEW AND APPROVAL OF SUCH PLANS BY EMPLOYEES OF THE CITY.
