Removes residency requirements for members of the auto trades employed by a city with a population of one million or more; applies to those members employed in the titles of auto mechanic, auto body worker, auto machinist, electrician (automobile) or similar or substantially equivalent title.

BILL NUMBER: S1817 TITLE OF BILL : An act to amend the public officers law, in relation to the residence of members of the auto trades employed by a city with a population of one million or more PURPOSE : Removes residency requirements for members of the auto trades employed by a city with a population of one million or more. SUMMARY OF PROVISIONS : This bill would amend the Public Officers Law to allow the hiring and continued employment by municipalities of members of the auto trades who reside in a New York county that is contiguous with the employing municipality. JUSTIFICATION : The provisions allowing residence in a contiguous county are modeled on the existing provisions of the Public Officers Law allowing members of a municipal sanitation department to reside in a contiguous county. The same standards should apply to the skilled tradespersons employed in the auto trades? who also find the costs of housing prohibitive and want the opportunity to raise their children in a less dense environment than the urban settings of municipal centers. LANZA -- read twice and ordered printed, and when printed to be committed to the Committee on Investigations and Govern- ment Operations AN ACT to amend the public officers law, in relation to the residence of members of the auto trades employed by a city with a population of one million or more THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 3 of the public officers law is amended by adding a new subdivision 2-e to read as follows: 2-E. NEITHER THE PROVISIONS OF THIS SECTION, NOR OF ANY GENERAL, SPECIAL OR LOCAL LAW, CHARTER, CODE, ORDINANCE, RESOLUTION, RULE OR REGULATION, REQUIRING A PERSON TO BE A RESIDENT OF THE POLITICAL SUBDI- VISION OR MUNICIPAL CORPORATION OF THE STATE BY WHICH HE OR SHE IS EMPLOYED, SHALL APPLY TO A PERSON EMPLOYED BY A CITY WITH A POPULATION OF ONE MILLION OR MORE WHO WORKS IN THE TITLE OF AUTO MECHANIC, AUTO BODY WORKER, AUTO MACHINIST, ELECTRICIAN (AUTOMOBILE), OR A SIMILAR OR SUBSTANTIALLY EQUIVALENT TITLE AND WHO RESIDES IN A COUNTY WITHIN THE STATE CONTIGUOUS TO SUCH MUNICIPALITY.
