BILL NUMBER: S1905 TITLE OF BILL : An act to amend the insurance law, in relation to blanket accident and health insurance policies and contracts issued by a hospital service corporation or health service corporations in connection with the detection of cervical cancer PURPOSE : Requires insurers of cervical cancer detection to provide human pampilloma virus vaccine to females ages 9 to 26. SUMMARY OF PROVISIONS : Amends paragraph 14 of subsection (1) of sections 3221 of the insurance law and subsection (t) of section 4303 of the insurance law to require insurers already required to cover cervical cancer screenings to also cover HPV vaccine for female patients between the ages of 9 to 26. JUSTIFICATION : Human papillomavirus vaccine (HPV) is a vaccine designed to immunize against certain sexually transmitted diseases, such as cervical cancer and genital warts, which are caused by human papillomaviruses. The Women's Health and Wellness Act included routine cervical cancer screenings among the reproductive health services that New York insurers must cover. This legislation extends this coverage to the

KLEIN -- read twice and ordered printed, and when printed to be committed to the Committee on Insurance AN ACT to amend the insurance law, in relation to blanket accident and health insurance policies and contracts issued by a hospital service corporation or health service corporations in connection with the detection of cervical cancer THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph 14 of subsection (l) of section 3221 of the insurance law is amended by adding a new subparagraph (D) to read as follows: (D) IN ADDITION TO THE AFORESAID COVERAGE SET FORTH IN THIS PARAGRAPH, COVERAGE SHALL BE INCLUDED TO COVER THE PROVISION OF THE HUMAN PAPILLOMA VIRUS VACCINE FOR FEMALES BETWEEN THE AGES OF NINE AND TWENTY-SIX. S 2. Subsection (t) of section 4303 of the insurance law is amended by adding a new paragraph 3 to read as follows: (3) IN ADDITION TO THE AFORESAID COVERAGE SET FORTH IN THIS SUBSECTION, COVERAGE SHALL BE INCLUDED TO COVER THE PROVISION OF HUMAN PAPILLOMA VIRUS VACCINE FOR FEMALES BETWEEN THE AGES OF NINE AND TWEN- TY-SIX. S 3. This act shall take effect on the first of January next succeed- ing the date on which it shall have become a law and shall apply to all blanket accident and health insurance policies and contracts issued by a hospital service corporation or health service corporation issued or written after such date.
