BILL NUMBER: S1964 TITLE OF BILL : An act to amend the general municipal law, in relation to school district representation in industrial development agencies PURPOSE : To provide for school district representation on the boards of Industrial Development Agencies. SUMMARY OF PROVISIONS : Section 856 of the General Municipal Law is amended to provide for school district representation on the boards of Industrial Development Agencies. JUSTIFICATION : Industrial Development Agencies are designed to promote economic development in part by holding title to real property in such a way as to make the property exempt from taxation. While the careful use of Industrial Development Agencies has led to strengthened economies and new jobs in some regions of the state, unrestricted tax abatement shifts the burden to those taxpayers remaining on the tax rolls without exemptions.
