BILL NUMBER: S2049 TITLE OF BILL : An act authorizing the temporary president of the senate and the speaker of the assembly to commission an independent management study of the organization of the board of regents and the state education department SUMMARY OF PROVISIONS : This bill would authorize the Temporary President of the Senate and the Speaker of the Assembly to commission an independent management study of the organization of the Board of Regents and the State Education Department. The study would include recommendations on reorganization and streamlining the department and on the scope of responsibilities of the Board of Regents. The study would be presented to the legislative leaders no later than July 1, 2010. JUSTIFICATION : Continuing calls for reforms in the uppermost levels of governance of education and the professions in New York State appear to originate in frustration with the educational bureaucracy. To avoid basing reorganization decisions on anecdotal evidence, this bill proposes that the leaders of the Senate and Assembly commission an independent management study of the organization of the Board of Reports and its administrative arm, the State Education Department, and make

LAVALLE, LITTLE, MAZIARZ, MORAHAN, ONORATO, VOLKER -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT authorizing the temporary president of the senate and the speaker of the assembly to commission an independent management study of the organization of the board of regents and the state education depart- ment THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The temporary president of the senate and the speaker of the assembly shall commission an independent management study of the organization of the board of regents and the state education department. Such study shall include recommendations on reorganization and stream- lining the department of education and on the scope of responsibilities of the board of regents, and shall be presented to the temporary presi- dent of the senate and the speaker of the assembly no later than July 1, 2010.
