BILL NUMBER: S2158 TITLE OF BILL : An act to amend the vehicle and traffic law, in relation to establishing a distinctive plate honoring the one hundredth anniversary of the Boy Scouts of America PURPOSE : To establish a distinctive license plate honoring the 100th anniversary of the Boy Scouts of America. SUMMARY OF PROVISIONS : This bill adds a new section 404-x to the vehicle and traffic law that would authorize the creation of distinctive "Boy Scouts of America" license plates. It would require an additional annual service charge of twenty-five dollars per each set of plates issued. The initial service charges collected by the department of motor vehicles in excess of six thousand dollars would be paid on a quarterly basis to the National Council of the Boy Scouts of America for deposit into the World Friendship Fund of the Boy Scouts of America. JUSTIFICATION : The Boy Scouts of America was founded in 1910 by William D. Boyce and received a Congressional Charter in 1916. JOHNSON, ALESI, DeFRANCISCO, DIAZ, HANNON, HUNT- LEY, LANZA, LARKIN, LAVALLE, MORAHAN, PADAVAN, SAMPSON, SEWARD, VOLK- ER, WINNER -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to establishing a distinctive plate honoring the one hundredth anniversary of the Boy Scouts of America THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The vehicle and traffic law is amended by adding a new section 404-x to read as follows: S 404-X. DISTINCTIVE BOY SCOUTS OF AMERICA PLATES. 1. ANY PERSON RESIDING IN THIS STATE SHALL, UPON REQUEST, BE ISSUED A DISTINCTIVE PLATE HONORING THE ONE HUNDREDTH ANNIVERSARY OF THE BOY SCOUTS OF AMERI- CA OF A DESIGN APPROVED BY THE COMMISSIONER IN CONSULTATION WITH THE NATIONAL COUNCIL OF THE BOY SCOUTS OF AMERICA. 2. AN APPLICATION FOR SUCH PLATE SHALL BE FILED WITH THE COMMISSIONER IN SUCH FORM AND DETAIL AS THE COMMISSIONER SHALL PRESCRIBE. 3. A DISTINCTIVE PLATE ISSUED PURSUANT TO THIS SECTION SHALL BE ISSUED IN THE SAME MANNER AS OTHER NUMBER PLATES UPON PAYMENT OF THE REGULAR REGISTRATION FEE PRESCRIBED BY SECTION FOUR HUNDRED ONE OF THIS ARTICLE AND AN INITIAL ONE TIME SERVICE CHARGE OF TWENTY-FIVE DOLLARS SHALL BE CHARGED FOR SUCH PLATES. 4. SUCH INITIAL SERVICE CHARGE SHALL BE DEPOSITED, PURSUANT TO SECTION FOUR HUNDRED FOUR-OO OF THIS ARTICLE, TO THE CREDIT OF THE DEPARTMENT OF MOTOR VEHICLES DISTINCTIVE PLATE DEVELOPMENT FUND ESTABLISHED BY SECTION NINETY-FIVE-G OF THE STATE FINANCE LAW, AND SHALL BE USED FOR THE PRODUCTION, DESIGN, ADVERTISING AND MARKETING OF DISTINCTIVE PLATES PURSUANT TO SUCH SECTION OF THE STATE FINANCE LAW; PROVIDED, HOWEVER, THAT INITIAL SERVICE CHARGES COLLECTED IN EXCESS OF SIX THOUSAND DOLLARS SHALL BE PAID ON A QUARTERLY BASIS TO THE NATIONAL COUNCIL OF THE BOY SCOUTS OF AMERICA FOR DEPOSIT INTO THE WORLD FRIENDSHIP FUND OF THE BOY SCOUTS OF AMERICA. S 2. This act shall take effect immediately.
