BILL NUMBER: S2203 TITLE OF BILL : An act to amend the vehicle and traffic law, in relation to authorizing distinctive license plates for members of Kiwanis International PURPOSE : Amends the Vehicle and Traffic Law to allow for distinctive plates for Kiwanis members. SUMMARY OF PROVISIONS : Adds a new Section 404-v to authorize distinctive license plates for members of Kiwanis International residing in New York State. JUSTIFICATION : Kiwanis International, a world wide service organization, celebrated its 90th anniversary year in 2005. Kiwanis members in over 300 local clubs perform service projects ranging from fund raising to hands on work in every area of New York State. Additionally, Kiwanis clubs sponsor K-Kids Clubs in elementary schools, Builders Clubs in Middle Schools, Key Clubs in High Schools, Circle K Clubs at Colleges and Universities and Aktion Clubs for Challenged individuals, all providing service and leadership development opportunities to members of those communities.

JOHNSON, LARKIN, MORAHAN, RANZEN- HOFER, THOMPSON, WINNER -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to authorizing distinctive license plates for members of Kiwanis International THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The vehicle and traffic law is amended by adding a new section 404-x to read as follows: S 404-X. DISTINCTIVE PLATES FOR MEMBERS OF KIWANIS INTERNATIONAL. 1. ANY MEMBER OF KIWANIS INTERNATIONAL RESIDING IN THIS STATE SHALL, UPON REQUEST, BE ISSUED A DISTINCTIVE LICENSE PLATE BEARING THE OFFICIAL LOGO OF KIWANIS INTERNATIONAL AND THE WORDS "KIWANIS INTERNATIONAL". 2. APPLICATION FOR SUCH LICENSE PLATE SHALL BE FILED WITH THE COMMIS- SIONER IN SUCH FORM AND DETAIL AS THE COMMISSIONER SHALL PRESCRIBE. 3. THE DISTINCTIVE PLATE AUTHORIZED IN THIS SECTION SHALL BE ISSUED UPON PROOF, SATISFACTORY TO THE COMMISSIONER, THAT THE APPLICANT IS A MEMBER OF KIWANIS INTERNATIONAL. 4. A DISTINCTIVE PLATE ISSUED PURSUANT TO THIS SECTION SHALL BE ISSUED IN THE SAME MANNER AS OTHER NUMBER PLATES UPON PAYMENT OF THE REGULAR REGISTRATION FEE PRESCRIBED BY SECTION FOUR HUNDRED ONE OF THIS ARTICLE, PROVIDED, HOWEVER, THAT AN ADDITIONAL ANNUAL SERVICE CHARGE OF TWENTY-FIVE DOLLARS SHALL BE CHARGED FOR SUCH PLATE. SUCH ANNUAL SERVICE CHARGE SHALL BE DEPOSITED PURSUANT TO THE PROVISIONS OF SECTION FOUR HUNDRED FOUR-OO OF THIS ARTICLE, TO THE CREDIT OF THE DEPARTMENT OF MOTOR VEHICLES DISTINCTIVE PLATE DEVELOPMENT FUND ESTABLISHED BY SECTION NINETY-FIVE-G OF THE STATE FINANCE LAW, AND SHALL BE USED FOR THE PRODUCTION, DESIGN, ADVERTISING AND MARKETING OF DISTINCTIVE LICENSE PLATES PURSUANT TO SUCH SECTION NINETY-FIVE-G. S 2. This act shall take effect on the one hundred eightieth day after it shall have become a law.
