BILL NUMBER: S2277 TITLE OF BILL : An act to amend the administrative code of the city of New York, in relation to qualifications to become a member of the police force of the city of New York PURPOSE : This bill will provide a temporary waiver of the 60-credit requirement for a period of five years for New York City auxiliary police officers who apply to the New York City Police Department and have served continuously as an auxiliary police officer for two or more years; fulfilled all other entrance requirements, including passing the entrance exam; and are enrolled in a two-year or four-year college or university in an associate or bachelor degree program. SUMMARY OF PROVISIONS : Section 14-109 of the Administrative Code of the City of New York is amended by adding a new Subdivision c. JUSTIFICATION : Young men and women who care enough to volunteer their time and energy as New York City auxiliary police officers are worthy of special consideration when aspiring to serve as New York City police officers. PARKER, DIAZ, DILAN, HASSELL-THOMPSON, MONTGOMERY, ONORATO, SAMPSON -- read twice and ordered printed, and when printed to be committed to the Committee on Cities AN ACT to amend the administrative code of the city of New York, in relation to qualifications to become a member of the police force of the city of New York THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 14-109 of the administrative code of the city of New York is amended by adding a new subdivision c to read as follows: C. ANY APPLICANT SEEKING TO BECOME A POLICE OFFICER WITH THE REGULAR NEW YORK CITY POLICE FORCE WHO, AT THE TIME OF HIS OR HER APPLICATION, IS A MEMBER OF THE NEW YORK CITY AUXILIARY POLICE FORCE HAVING AT LEAST FOUR YEARS OF CONTINUOUS SERVICE AS AN AUXILIARY POLICE OFFICER SHALL BE GRANTED A WAIVER OF THE SIXTY-CREDIT REQUIREMENT FOR A JOB APPLICANT FOR SUCH POSITION, IF SUCH AUXILIARY POLICE OFFICER APPLICANT HAS (I) FULFILLED ALL OTHER ENTRANCE REQUIREMENTS TO BECOME A MEMBER OF THE REGULAR POLICE FORCE (INCLUDING, BUT NOT LIMITED TO PASSING THE DEPART- MENT ENTRANCE EXAMINATION), AND (II) IS ENROLLED IN A TWO OR FOUR YEAR COLLEGE OR UNIVERSITY COURSE OF STUDY LEADING TO AN ASSOCIATE'S OR BACH- ELOR'S DEGREE. THE COMMISSIONER SHALL ESTABLISH A PROCESS FOR ACCEPTING SUCH APPLICATIONS AND MAKING DETERMINATION AS TO ELIGIBILITY FOR GRANT- ING SUCH WAIVERS. THE COMMISSIONER MAY DENY GRANTS OF WAIVER FOR CAUSE. AN APPLICANT FOR WHOM THE SIXTY-CREDIT REQUIREMENT IS WAIVED AS PROVIDED IN THIS SUBDIVISION, IF HIRED, SHALL BE APPOINTED PURSUANT TO THIS WAIV- ER FOR A PERIOD NOT EXCEEDING FIVE YEARS. UPON THE FILING OF PAPERS EVIDENCING THE SATISFACTION OF THE SIXTY-CREDIT REQUIREMENT WITHIN SUCH FIVE-YEAR PERIOD AND PROVIDED THAT SUCH PERSON OTHERWISE QUALIFIES FOR REGULAR APPOINTMENT, SUCH HIREE SHALL BECOME A PERMANENT APPOINTEE OF THE REGULAR POLICE FORCE IN THE SAME MANNER AND WITH THE SAME RIGHTS AND ENTITLEMENTS AS A HIREE WHO FULFILLED THE SIXTY-CREDIT REQUIREMENT PRIOR EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
